As we all know that rbi guidelines were set ages ago but pay pal never followed them and now when rbi is screwing up papal for this; paypal is screwing up people like us. The inside story is paypal is trying to escape somehow and they are playing tricks by setting different rules and guidelines and when you ask them they will hide their face and give you a flat answer - "This change is to ensure that we continue to comply with the RBI Guidelines" I see this as death of pay pal for online transactions in India.
